Pursuant to the provisions of the Municipal Home Rule Law and
Chapter 495 of the Laws of 1978,[1] parking enforcement officers, who are civilian employees
of the Mount Vernon Police Department and assigned to the Mount Vernon
Parking Authority, are hereby specially authorized to issue and serve
appearance tickets for all violations pertaining to the stopping,
standing or parking of vehicles in the City of Mount Vernon.
