Pursuant to the provisions of the Municipal Home Rule Law and Chapter 495 of the Laws of 1978,[1] Sanitation Foremen, Heavy-Motor Equipment Operators and Motor Equipment Operators who are civilian employees of the Mount Vernon Department of Public Works and public servants of the City of Mount Vernon, are hereby authorized to issue and serve appearance tickets for:
A. 
All violations of the Code of the City of Mount Vernon enforced by the Department of Public Works.
B. 
All sanitation violations, including parking tickets for failure of motor vehicle owners and/or operators to comply with alternative side-of-the-street parking regulations on street-sweeping days in the City of Mount Vernon.
C. 
Violations of local laws enacted by the Westchester County Board of Legislators in relation to the use of water during the period in which a drought emergency is in effect.
