No person shall erect or cause to be erected by telephone, telegraph
or electric light or electric transmission pole or poles, or install
any conduits or change the location thereof, or string any wires in,
over or upon any street, highway or public place, without first obtaining
a permit therefor from the Commissioner. No fee shall be charged for
any such permit.
