The Director of the Department of Finance of
the Village is hereby authorized to open an account in the bank or
depository as the Council may, from time to time by resolution, designate.
The directors of the respective departments
are authorized to endorse the semimonthly checks for their respective
departments to the special account to be known as the "payroll account,"
and the Village Clerk or Director of the Department of Finance is
authorized to sign checks on such special account known as the "payroll
account" made out to the individual employees shown on the Village
payroll.
The Village employee receiving such check drawn
on such payroll account shall, upon receipt of the same, sign the
payroll sheet or voucher acknowledging receipt of such check.[1]
