It shall be unlawful for any person to place, deposit or permit
to be deposited in any unsanitary manner on public or private property
within the Town of West Seneca or in any area under the jurisdiction
of said Town any human or animal excrement, garbage or other objectionable
waste.
It shall be unlawful to discharge into any storm sewer or natural
outlet within the Town of West Seneca or in any area under the jurisdiction
of said Town any sewage or other polluted waters or wastes, except
where suitable treatment has been provided in accordance with provisions
of this chapter and except where a federal or state pollutant discharge
elimination system (NPDES or SPDES) permit has been duly issued and
is currently valid for such discharge.
The owner of any house, building or property used for human
occupancy, employment, recreation or other purpose, situated within
the Town of West Seneca and accessible to a public sanitary sewer,
is hereby required, at his expense, to install suitable toilet facilities
therein and to connect such facilities directly with the proper public
sewer in accordance with the provisions of these rules within 90 days
after the date of official notice to do so, provided that said public
sewer is within 150 feet of the building to be served.
