This chapter shall be known and may be cited as the "Sewer Code of the Village of Woodsburgh."

All connections with sanitary sewers in the Village of Woodsburgh shall conform to the requirements of this code and any other Nassau County or village rules or regulations pertinent thereto.

All work shall be performed by or under the immediate supervision of a plumber licensed by the Town of Hempstead.
The house sewer shall be of not less than six-inch extra-heavy cast-iron pipe or transite pipe, and all joints shall be made watertight, and precautions shall be taken to prevent caulking materials from percolating into the pipes.
A. 
House sewers shall be laid solidly on a true grade of not less than 1/4 of an inch per foot except by written permission of the Plumbing Inspector.
B. 
They shall be laid as nearly as possible in a straight line, with changes in direction, if necessary, being made with proper fittings and all connections made with Y-branches and one-eighth and one-sixteenth bends.
C. 
House sewers shall be covered to a depth of at least two feet with rammed fine earth free from stones and rubbish.
D. 
No sewer connection shall be made or used except for the purpose of carrying off wastes from sinks, bathtubs, lavatories, set tubs, washing machines and water closets.
E. 
No house leaders, floor drains or garage floor drains shall directly or indirectly be connected with the sewer, and no surface water shall be admitted to the sewer.
A. 
An iron running trap shall be placed in the house drain near the front wall of the house and on the sewer side of all connections. If placed outside the house or below the cellar floor, it must be made accessible by a brick manhole, the walls of which shall be at least eight inches thick and provided with an iron manhole cover. When outside the house, it shall in no case be less than three feet six inches below the surface of the ground. Where fixtures are less than three feet above the main sewer in the street, an approved back water valve shall be installed.
B. 
A five-inch-by-four-inch extra-heavy cast-iron wye shall be placed inside the foundations wall and before the house trap. In slab-floor or cellarless types of jobs, the above wall shall be placed outside the house in a pit as described in Subsection A of this section.
C. 
When the plumbing system of any building is altered by the addition of any new soil, waste or vent lines, to the extent of 50% or more, and no house trap and fresh-air inlet is existing on the house drain, the same shall be provided for as prescribed in this chapter.
D. 
House traps shall have two clean-outs, with brass screw-cap ferrules caulked in.
A fresh-air inlet pipe shall be connected to the house drain just inside of the house trap and extended to the outer air terminating with an open end and at least 18 inches above the finished grade at the most available point. The fresh-air inlet pipe shall be at least 1/2 the diameter of the house drain, but in no case shall the fresh-air inlet pipe be less than four inches in diameter. No vent caps shall be permitted, and the fresh-air inlet pipe shall terminate with a return bend or a fresh air plate.
No curb box or similar device with grating placed in a sidewalk will be permitted for fresh-air inlets.
Excavations or street openings necessary for sewer connections or installing house sewers and water service pipes shall be made in accordance with the ordinances and regulations of the Village of Woodsburgh. In lieu of a cash deposit, there may be furnished the undertaking of a recognized surety company in a form approved by the Village Counsel.

All work shall be subject to inspection by the Building Inspector. No work shall be covered until it has been inspected and approved by the Building Inspector.
The Board of Trustees may from time to time require the owners or occupants of any or all property fronting or abutting on any street or portion thereof to make and lay connection pipes to and from the sewer mains in said street within such time and in such manner as the Board may prescribe; and whenever any such owner or occupant shall have made default in making said connections within the time specified, the Board may make, extend and complete the same, and the actual expenses thereof, including all labor done and materials used, shall be assessed upon each respective parcel of property and shall be collected in the same manner as assessments for local improvements in accordance with the Village Law.
After the street sewers are in operation, no owner or occupant of any property in the village may build or erect or cause to be built or erected any cesspool or septic tank or repair or cause to be repaired any existing cesspool or septic tank when the same is for the purpose of carrying off sewage.
A violation of this chapter will be deemed a sufficient reason for the Building Inspector to suspend a certificate of competency. Any suspension of a certificate of competency shall be reported at the next regular meeting of the Board of Trustees, who shall have power to revoke such certificate of competency.
A. 
It shall be unlawful for any person, firm or corporation or the agent or employee of any person, firm or corporation to effect any installation or alteration of a sewer connection without first having obtained a permit therefor from the Board of Trustees, upon filing of the required application and payment of the required fee.[1]

All applications shall be filed on forms supplied by the Clerk of the Village of Woodsburgh.

No sewer installation or alteration shall be put into use or operation until a certificate of compliance shall have been issued by the Building Inspector, upon written application therefor, certifying that such installation or alteration conforms to the provisions of this code.
