A. 
The Town may acquire real, personal, or mixed property within the corporate limits of the Town, for any public purpose by purchase, gift, bequest, devise, lease, condemnation, or otherwise; and the Town may similarly acquire property located outside of the corporate limits of the Town whenever that property's necessity is determined by the Commissioners for the exercise of an express grant of power. The Town may sell, lease, or otherwise dispose of any such property belonging to the Town. Except as limited herein or elsewhere in this Charter, all municipal property, funds, and franchises of every kind belonging to or in the possession of the Town (by whatever prior name known) at the time this Charter becomes effective are vested in the Town, subject to the terms and conditions thereof.
B. 
It is hereby declared necessary to acquire, own, operate and maintain land and assets located outside of the corporate limits of the Town for the purpose of owning, operating, maintaining and/or leasing the system of electric energy distribution facilities owned by the Town (hereinafter the "electric distribution system") within the service territory authorized to be served by the Town by the Maryland Public Service Commission.
C. 
Subject to the requirements of all state and Town laws requiring prior public notice of such transactions, and subject to all limitations contained in this Charter on the proceeds from such transactions, the Commissioners may sell, convey or otherwise dispose of the any or all of electric distribution system, and any other assets of the Town directly relating to the electric utility owned by the Town, or may grant a leasehold interest in the electric distribution system for a term not to exceed 25 years.

The Town may condemn property of any kind, or interest therein or franchise connected therewith, in fee or as an easement, within the corporate limits of the Town, for any public purpose. Any activity, project, or improvement authorized by the provisions of this Charter or any other state law applicable to the Town is a public purpose. The manner of procedure in case of any condemnation proceeding shall be that established by the Maryland Code (1974) Real Property Article, Title 12, as amended, and by the Maryland Rules of Procedure.
The Town may acquire, obtain by lease or rent, purchase, construct, operate, and maintain all buildings and structures necessary for the operation of the Town government.
The Town may do whatever may be necessary to protect Town property and to keep all Town property in good condition.
