The Department of Finance shall be headed by a Director who shall be qualified by education and experience and shall be deemed the Chief Financial Officer of the Township.
The Department shall perform all appropriate functions associated with:
A. 
Billing and collection of all revenues and taxes.
B. 
Budgetary accounting, fiscal control and reporting.
C. 
Custody, investment and disbursement of Township moneys.
D. 
Assessment of real estate for tax purposes.[1]

The Department shall be organized pursuant to plan approved as provided in Article VI, § 3-22.
