This Part 1 shall be known as the "Refuse Disposal Ordinance
of the Village of Webster."
The purpose of this Part 1 shall be to protect and promote the
health, safety and welfare of the people of the Village of Webster
and their property values by controlling the storage, collection and
disposal of refuse within the Village of Webster.
For the purpose of this Part 1, the terms used herein are defined
as follows:
BRUSH
Cuttings from trees and shrubs. Brush shall be at least one
inch but not more than six inches in diameter. Brush shall not be
bundled, and shrubs shall not exceed 18 inches in diameter. Brush
shall be a minimum of 48 inches in length. The following material
shall not be considered brush: lumber of any kind, vines or thorny
materials such as grapevines or rose bushes, small or short twigs
less than one inch in diameter or less than four feet in length, anything
with roots or dirt in it, weeds, and animal waste.

GARBAGE
All putrescible (or decayable) wastes, except sewage and
body wastes, including garden and yard-tree vegetables and fruits,
animal offal and carcasses of dead animals, and shall include all
such substances accumulated on or removed from all public and private
establishments and properties, including residences, but excluding
recognizable industrial by-products, discarded wood or lumber, grass
clippings, weeds, leaves or stones.

PERSON
Any individual, firm, partnership, company, corporation,
association, society or group.
REFUSE
Rubbish, garbage and trash.
REFUSE COLLECTOR
Any person, firm, corporation or other legal entity carrying
on the business of receiving, collecting, transporting or disposing
of garbage, rubbish, trash or other wastes, for hire and/or salvage
within the Village of Webster.
RUBBISH
General, dry material produced routinely by household, commercial
or industrial establishments, such as paper, cans, bottles and other
containers and ashes.
TRASH
Brush, lawn rakings and similar waste materials and bulky
objects, such as discarded household appliances, equipment or furniture
not exceeding 42 inches in any dimension or 60 pounds in weight.
