Owners of vacant property in the Village of Webster shall keep the same free from noxious weeds and growth in excess of 10 inches in height by mowing or chemically treating the property.

Owners of residential, business and industrial lots shall keep the grass and grass plots cut and trimmed so as not to exceed 10 inches in height. The lots and property referred to above include the entire lot out to the street pavement line.

On failure to comply with §§ 166-1 and 166-2 hereof, after written notice of 10 days to the last known address of the taxpayer, the Village may enter upon the premises, mow or chemically treat the property and charge the expense thereof to the property so affected by including it in the next annual tax levy against said property, pursuant to § 4-412, Subdivision 1, of the Village Law of the State of New York.
A violation of this chapter shall be punishable by a fine not exceeding $250 or by imprisonment not exceeding 15 days, or by both such fine and imprisonment.
