The regulations applicable to the educational districts are as designated in the following sections.
A. 
Permitted uses. In an E District, no building or premises shall be used and no building shall be erected or altered which is arranged, intended or designed to be used except for one or more of the following uses, and all such uses shall be subject to the performance standards set forth in Part 1, Site Plan Review, of this chapter:
(1) 
Public and private educational facilities of higher learning that are organized and operated not for pecuniary profit and such related activities as are customary.
(2) 
Residences exclusively for the faculty, students and staff of a higher learning educational facility, including their families; provided, however, that such uses are related to a college or university, and public water and sewer are available. For every three faculty or staff residences developed, one affordable housing unit shall be developed. Such requirement shall not apply to undergraduate dormitories and multifamily post doctorate and graduate student housing. The affordable housing shall meet all of the applicable standards and requirements for affordable units, including those set forth in the Uniform Housing Affordability Controls (UHAC), N.J.A.C. 5:80-26.1 et seq., and § 200-237. At least 50% of the affordable units shall be affordable to low-income households, and at least 13% of all rental affordable units shall be affordable to very-low-income households earning 30% or less of the regional median household income by household size, which very-low-income units shall be included as part of the low-income requirement. The remaining affordable units shall be made affordable to moderate-income households. The affordable housing shall be open to the general public, and a preference may not be given to persons affiliated with the higher learning educational facility for whom the faculty and staff housing is being built. The affordable housing shall be provided, on or off site, in a location within West Windsor and in a manner acceptable to the Township.

(3) 
A planned educational development containing a combination of uses as permitted in in this Subsection A, subject to the following conditions and standards and conforming to the requirements for planned developments stipulated in Article XXXI of this Part 4.
(a) 
Mix of uses. A planned development shall contain a variety of the permitted uses in the E District.
(b) 
Minimum planned tract area: 100 acres.
(c) 
Minimum tract frontage: 400 feet.
(d) 
Maximum permitted bulk and density of development.

For educational, accessory and other nonresidential uses, the FAR for the designated use area shall be allowed to vary according to the following schedule:

For residential designated use areas other than single detached dwellings, the bulk and area regulations of the R-5A District, as outlined in Article XXVIII, § 200-187, of this Part 4, shall apply. Single-family detached dwellings shall be governed by the bulk and area regulations of the R-3 District, as outlined in Article XXVIII, § 200-175, of this Part 4.
(e) 
Maximum improvement coverage: 50%.
(f) 
Maximum building height: six stories, but not more than 70 feet.
(g) 
Building arrangement lot, lot width, frontage, depth and yards. Buildings, lots, yard sizes and dimensions may be freely disposed and arranged on a tract, provided that the development conforms with a site plan approved by the Planning Board, subject to Part 1, Site Plan Review, of this chapter:

A building buffer area at the perimeter of the planned development that abuts a different zoning district of 100 feet with a fifty-foot landscape screen/strip is established. Within this buffer area, no structures or parking areas shall be constructed within the fifty-foot landscape area. The height of all structures within the remaining buffer area shall be limited to the minimum height requirements of § 200-222H of this article, except in the case of a planned development abutting a different zoning district, where the height limitations of the abutting district shall prevail.
[2] 
No portion of a structure shall be closer than 25 feet to the right-of-way of a local internal access road or 50 feet to a local, collector or arterial road as designated by the Township's Master Plan.
[3] 
Notwithstanding other provisions of this article to the contrary, the required setback from arterial roads shall be 300 feet for four or more storied buildings.
(h) 
Common open space. The organization, administration and final arrangements and guaranties governing common open space or other common facilities which may be part of the planned development shall be subject to the requirements as set forth for planned residential development in Article XXVII of this Part 4.
(4) 
All farm and agricultural uses permitted in residential districts in accordance with provisions set forth in Article XXXI of this Part 4.
(5) 
Accessory uses and accessory buildings on the same lot and within the same zoning district with and customarily incidental to any of the permitted principal uses.
B. 
Conditional uses - E District. In an E District, the following uses may be permitted as conditional uses:
(1) 
Transmission lines, transmitting and receiving antennas or aerials subject to the special requirements contained in Article XXVIII, § 200-156B, of this Part 4.
(2) 
Public utilities (e.g., electric, gas, telephone, water, sewer etc.) substation, electric and gas facilities, subject to the requirements contained in Article XXVIII, § 200-156B, of this Part 4.
The following shall be the standards for the E District:
A. 
Minimum lot area: 10 acres.
B. 
Minimum lot frontage: 450 feet.
C. 
Minimum lot width: 500 feet.
D. 
Minimum lot depth: not applicable.
E. 
Minimum yards:
(1) 
Front yard: 125 feet, with a seventy-five-foot landscape area at the street right-of-way.
(2) 
Rear yard: 40 feet.
(3) 
Side yards: There shall be two side yards with a minimum of 40 feet each.
(4) 
Yards abutting residential districts. The above yards, including the landscape transition buffer and screen requirements, shall be increased by 20 feet in those instances where they abut, whole or in part, a residential district or lot line.
F. 
Maximum FAR and density of development.
(1) 
For educational, related activities and other nonresidential uses, the maximum permitted FAR shall be allowed to vary according to the following schedule:
