It shall be unlawful for the owner or lessee of lands located within the boundary limits of the Township of Exeter to permit a vehicle to be driven or moved from any private road or driveway located upon lands of such owner or lessee onto any paved public street, road or highway so as to deposit upon such paved public street, road or highway, mud, dirt and/or debris from the tires and/or undercarriage of such vehicle.
It shall be unlawful to drive or move a vehicle within the boundary limits within the Township of Exeter from any private road or driveway so as to deposit upon such paved public street, road or highway, mud, dirt and/or debris from the tires and/or undercarriage of such vehicle.
A. 
Any person, firm, partnership or corporation violating § 316-20 of this article upon notification of such violation shall within six hours of said notification immediately remove any and all mud, debris or dirt from the public street, road or highway.
B. 
Any person, firm, partnership or corporation violating § 316-21 of this article upon notification of such violation shall within two hours of said notification immediately remove any and all mud, debris or dirt from the public street, road or highway.
This article shall not be construed to be the sole means to prohibit the depositing of mud, dirt and/or debris upon any paved public street, road or highway in the manner defined in this article, and nothing shall preclude any person, firm, partnership or corporation from proceeding individually or with other injured persons, firms, partnerships or corporations to prohibit and/or recover damages for the depositing of mud, dirt and/or debris upon any paved street, road or highway in the manner as defined in this article in accordance with the law. Furthermore, in the exercise of its powers, the said Township of Exeter may institute proceedings in the courts of law or equity for the purpose of compelling compliance with the terms and provisions of this article.
Any person, firm or corporation who shall violate any provision of this article, upon conviction thereof in an action brought before a Magisterial District Judge in the manner provided for the enforcement of summary offenses under the Pennsylvania Rules of Criminal Procedure, shall be sentenced to pay a fine of not more than $1,000 plus costs and, in default of payment of said fine and costs, to a term of imprisonment not to exceed 90 days. Each day that a violation of this article continues or each section of this article which shall be found to have been violated shall constitute a separate offense.
