Civil service — See Ch. 14.
The Fire Department of the Borough of Wilkinsburg, being the paid Fire Department heretofore established, is hereby recognized and reestablished as the Fire Department of the said borough.
The chief executive officer of the Fire Department shall be the Fire Chief, who shall be in charge of the said Department and all companies belonging thereto. He or she shall serve under the direction and supervision of the Fire Committee of Council and the Borough Manager.
Subordinate to the Fire Chief in the uniformed fire force shall be the the Captain of each company, two (2) Lieutenants for each company, such number of firemen in each company as shall from time to time be authorized by the Borough Council and part-time substitute firefighters.

The powers, duties, authority, rules and regulations applicable to the various officers and men of the uniformed fire service, and provisions on working hours, work schedule, pass days, holidays, exchanging days, vacations, appointments, promotions, limited duty and clothing allowances, shall be such as are specifically set out in the "Manual of Operations of the Bureau of Fire" adopted from time to time by resolution of Council.
