There is hereby created in the Wilkinsburg Borough service one (1) position of Assistant Borough Manager.
The duties and qualifications of the Assistant Borough Manager are contained in the following job description:
A. 
General definition.
(1) 
The Assistant Borough Manager performs administrative work assisting the Borough Manager in the management of the borough.
(2) 
The work involves assisting in the direction and supervision of all departments and other activities of the government unit; may be responsible for providing special assistance in community development and planning, research and other related functions; general direction is received from the Manager through conferences, directives or discussion.
B. 
Typical examples of work. Typical examples of work are as follows:
(1) 
Assists in preparation of the annual budget.
(2) 
Personnel administration, including compensation studies, performance evaluations, pension plan administration, labor negotiations, grievance processing, training and staff development.
(3) 
Formulation and implementation of goals, policies, procedures, rules and regulations pertaining to borough administration.
(4) 
Direction of Borough Community Development program.
(5) 
Maintenance and improvement of borough records system.
(6) 
Providing administrative direction of planning, zoning and code enforcement functions.
(7) 
Providing liaison with borough boards, commissions and authorities.
(8) 
Direction of staff departments: Administration, Finance, Tax Collection.
(9) 
Assists in:
(a) 
Direction of operating departments: Department of Public Works, Traffic and Safety, Fire, Parks and Recreation, Library.
(b) 
Providing administrative support for the Police Department.
(c) 
Administering and developing contracts for borough services: sanitation, building maintenance, equipment rentals, cable TV, park maintenance, engineering, street lighting, legal services and others as may be required.
(d) 
Administering construction contracts.
(e) 
Establishing goals for borough service.
(f) 
Preparation of Capital Improvement Program.
(g) 
Providing administrative support to department heads to assist them in accomplishing their administrative tasks.
(h) 
Codifying existing borough service policies and developing and implementing new operation policies.
(10) 
Represents Manager in Manager's absence and at conferences and meetings.
(11) 
Performs other duties as required.
C. 
Required knowledge, skills and abilities. The Assistant Borough Manager shall have:
(1) 
Knowledge of the principles and practices of public administration.
(2) 
Knowledge of fiscal policies and procedures as it applies to municipal finance administration.
(3) 
Knowledge of modern office practices and procedures.
(4) 
The ability to supervise and direct professional and nonprofessional employees.
(5) 
The ability to establish and maintain effective relationships with the public, elected officials, the Borough Manager and borough employees.
(6) 
The ability to communicate effectively both orally and in writing.
D. 
Minimum acceptable training and experience. The Assistant Borough Manager shall have a bachelor's degree in public administration or a related field and some experience in planning, organizing and directing administrative services, or any acceptable equivalent combination of acceptable training and experience. A master's degree in public administration is desirable.

The annual salary of the Assistant Borough Manager shall be as set forth from time to time by resolution of Borough Council.
