Pursuant to and in accordance with the provisions of N.J.S.A. 40:12-1 et seq., there is hereby created a Board of Recreation Commissioners, the members of which shall be appointed by the Mayor in accordance with the provisions of N.J.S.A. 40:12-1.

Said Board shall consist of seven members who shall be designated Commissioners.
The Commissioners first appointed shall hold office for one, two, three, four and five years respectively, as fixed by the Mayor, and thereafter all appointments shall be for a term of five years, and vacancies shall be filled for the unexpired term only. The Commissioners shall serve until their successors are appointed and shall qualify. The Commissioners shall receive no compensation for their services.
The Board of Recreation Commissioners shall receive an annual appropriation for the purposes of administration, maintenance and construction necessary to the system, and they shall be provided with suitable quarters for the conduct of their operations.
The Board of Recreation Commissioners shall have such powers and shall receive such financial aid from the municipality as shall be authorized by N.J.S.A. 40:12-1 through 12-15, inclusive, of the Revised Statutes of New Jersey.
