No person under the age of 18 years not accompanied by a parent, as hereinabove defined, or not on the lawful and necessary business of such parent, may be on the streets, parks or other public places in the Township of Ridley between 10:30 p.m. and 6:00 a.m., prevailing time, seven days a week, and upon conviction thereof before a District Justice having jurisdiction within the Township of Ridley, such person shall be sentenced to pay a fine of not more than $10 and costs of prosecution, and in default of the payment of the fine and costs, shall be certified to the Juvenile Court of the County of Delaware.
The provisions of this article shall not be enforced within 1/2 hour of the termination of an athletic contest or social event sponsored by school authorities, a religious institution or a recognized civic association.

Any parent, as herein defined, who knowingly permits such minor to violate § 176-1 of this article shall, upon conviction thereof before a District Justice, be sentenced to pay a fine not exceeding $1,000, plus costs of prosecution, and in default of payment of such fine and costs shall be imprisoned for a term not exceeding 30 days.
