At every public gathering, the Police Department shall supply a police officer or a retired police officer, unless the Chief of Police shall deem the attendance of such member or members unnecessary for the welfare or safety of the public in any particular case.

The number of policemen in attendance shall be determined in each case by the Chief of Police. The owner of the theater or person in charge of a public dance or other public gathering shall pay to the Town a fee equivalent to the pay of such member or members in attendance.
When the services of any member or members of the police force may be requested by any person, the Chief of Police may, if in his judgment the interests of the Town will not suffer thereby, detail such member or members of the police force as he shall judge expedient, and such person shall pay to the Town a fee equivalent to the pay of such member or members.
No member of the police force shall perform any services as above specified except by order of the Chief of Police.
