The provisions of this article shall apply except
when it is necessary to stop a vehicle to avoid conflict with other
traffic or in compliance with the directions of a peace officer, police
officer or official traffic control device.
The parking of vehicles is prohibited at all
times upon the town highways, or parts thereof, described in Schedule
5.
No vehicle shall be parked within the right-of-way
of highways within the town between the hours of 2:00 a.m. and 7:00
a.m. during the period beginning November 1 and ending April 30 of
each year.
