A. 
Parking regulations. It shall be unlawful to park any vehicle on any public highway during the course of any snow or ice storm or for a period of 12 hours following any snow or ice storm or until the completion of any salting, cindering, plowing or snow removal operations being conducted by the Township, any governmental unit authorized to conduct such operations and/or private contractors under contract with the Township or other governmental unit to conduct such operations. A snow or ice storm shall be deemed to be any frozen precipitation in excess of three inches as measured by the National Weather Service at the Philadelphia International Airport and/or such accumulation of snow or ice which, in the opinion of the Birmingham Township Police Department, represents a hazardous condition to the public health, safety or welfare.
B. 
Travel restrictions. In order to facilitate the safe movement of traffic and emergency vehicles and to combat the hazards of snow and ice on the highways or portions of highways named in this article, the Board of Supervisors and/or the Birmingham Township Police Department may declare an emergency due to such hazards, known as a "snow emergency." During the period of such emergency it shall be unlawful for any person to operate or park a motor vehicle upon any highway or portion thereof named in this article, unless it shall be equipped with snow tires, chains or other adequate equipment to provide sufficient traction to keep such vehicle in motion so that other traffic on the highway shall not be blocked or seriously impeded.
A. 
Signs. In order to provide notice to the operators of motor vehicles, there shall be placed at locations along the designated highways signs which state:
SNOW EMERGENCY ROUTE
SNOW TIRES OR CHAINS REQUIRED
NO PARKING DURING EMERGENCY
VEHICLE WILL BE TOWED
B. 
Information. Information on the existence of a snow emergency may be given by the Township through radio, newspaper or other available media, and information of the termination of the emergency may be given by use of the same media.

A. 
Any owner or operator of any motor vehicle parked upon the highways in violation of § 115-31A shall, upon conviction thereof in summary proceeding, be sentenced to pay a fine of $15 and costs of prosecution.
B. 
Any owner or operator of any motor vehicle parked or operated upon the highway in violation of § 115-31B shall, upon conviction thereof in a summary proceeding, be sentenced to pay a fine of $25 and the costs of prosecution.
C. 
In addition to the fines and penalties enumerated hereinabove, the Township is authorized to remove and impound or to order the removal and impounding of any vehicle in violation of the article and the provision of a certificate of insurance for those facilities. The Township may designate by resolution, as amended, from time to time the approved storage facilities. The Police Department shall keep a record of all vehicles removed and impounded under this article and provide the information to the owners or agents of the owners within a reasonable time. Any fees, costs or charges incurred in the removal or impounding of vehicles under this article shall be the responsibility of the owner or operator.[1]
