Except when necessary to avoid conflict with other traffic, or in compliance with the directions of a traffic or police officer or traffic sign or signal, no operator of a vehicle shall stand or park the vehicle within 10 feet of a fire hydrant.

Violations of the provisions of this article shall be punishable as provided in Chapter 1, Article III, General Penalty.

The purpose of this article is to establish a fire hydrant sprinkler permit program which will allow for the issuance of sprinklers to be installed on City fire hydrants, while avoiding vehicular and pedestrian accidents, avoiding damage to private and public properties, avoiding confusion to motorists by providing alternate routes, reducing visibility restrictions and minimizing problems of access to private property.
The Director of the Department of Recreation, Natural Resources and Culture is hereby authorized to promulgate rules and regulations governing the use of such sprinklers on City fire hydrants, on forms to be prescribed by the Director.
The Director is authorized to promulgate rules and regulations governing the use of such sprinklers and precautions concerning vehicular traffic. In promulgating those rules and regulations, the Director shall consider the purposes of this article, as set forth in § 89-3, and may require the holder of any permit to install ropes and/or signs for the protection of the public. The Director may require an applicant for a permit to make a deposit for any City property issued in connection with the permit.
Violations of the provisions of this article shall be punishable as provided in Chapter 1, Article III, General Penalty.
