All buildings, structures or parts thereof in the Borough used for the purpose of public assembly, entertainment or amusement shall be kept in a thoroughly clean and sanitary condition at all times and shall be provided with adequate ventilation. The owners, lessees or tenants in charge thereof shall be held responsible for the condition of such building, structures or parts thereof.
A. 
Every public place shall contain proper toilet and lavatory facilities. The following are to be supplied with:
(1) 
A sufficient quantity of toilet tissue.
(2) 
Individual towels or forced-air hand-drying device. If cloth towels are used, provisions for their thorough cleansing, boiling and sterilization are to be provided.
(3) 
A sanitary waste receptacle for towels customarily discarded after usage.
(4) 
Hot and cold running water.
(5) 
Soap or detergent suitable for use by humans.
B. 
Temporary toilet facilities, such as portable watertight chemical privy vaults, used by the public for outings, picnics, bazaars or similar events or by contractors during construction projects for workmen are not prohibited by this code. Each such installation shall require approval by the Health Officer.
It shall be prohibited in all public places to use:
A. 
Cake soap in common.
B. 
Any drinking cup in common.
C. 
Towels in common.
