Said Youth Bureau shall be empowered to establish guidelines and bylaws,
set goals and programs and prepare grant applications for submission to appropriate
state and/or federal governments for funding purposes.
The Mayor of the Village of Spring Valley shall appoint, with the approval
of the Board of Trustees, from thirteen (13) to twenty-eight (28) residents
of the village to serve on the Youth Bureau.
