Pursuant to § 208 of the Town Law, there is hereby created for the Town of Liberty the position of Chief Water and Wastewater Treatment Plant Operator, whose duties shall consist of the operation and administration of all of the water districts and sewer districts in the Town of Liberty.

The Town Board shall appoint the Chief Water and Wastewater Treatment Plant Operator and any assistants or employees in accordance with the requirements of the Civil Service Law and at salaries to be fixed by the Board.
Salaries, costs of supplies, materials and equipment and any other expenses incurred in the operation and administration of the Town water and sewer districts, except principal and interest bond payments for capital improvements, shall be equitably allocated among the participating districts on a ratio of assessed valuation or the amount of services rendered or the cost of materials used or other benefit conferred as shall be determined from time to time by the Town Board.
The Chief Water and Wastewater Treatment Plant Operator, with the consent of the Town Board, shall have the right to transfer or reallocate personal property, equipment, material, supplies and personnel among the participating districts, in which event the appropriate district fund shall be debited, credited or reimbursed as the case may be.
