The Treasurer shall, in conformity with the Town Charter, serve at the pleasure of the Council and at such compensation as the Council may determine.
The Treasurer shall be required to take an oath of office before entering upon the discharge of his/her duties, which oath shall be subscribed by the Mayor and shall be filed and preserved as an official record. The oath shall be in the following form:

  I, _______________________, do solemnly swear that I will support the Constitution of the United States, the Constitution and laws of the State of Virginia, and the Charter and ordinances of the Town of Hillsville, and that I will, to the best of my ability, faithfully perform the duties of the office of Treasurer during my continuance therein, so help me God.

The Treasurer, before taking office, shall give a good and sufficient surety bond to the Town duly approved by the Mayor and conditioned upon the faithful performance and discharge of his/her duties and for proper application and payment of all money or property coming into his/her hands by virtue of the office in an amount established by the Town Council at the time of the appointment. The cost of said bond shall be paid by the Town.

The Treasurer shall have the following duties:
A. 
To attend all Council meetings and give advice concerning any financial matter when he deems it appropriate from an accounting and internal control point of view.
B. 
To cosign all checks disbursing Town funds and any other documents requiring the Treasurer's signature except that in the Treasurer's absence, the Mayor and/or the Vice Mayor may cosign in his stead.
C. 
To review the annual Town budget with the Town Manager, making appropriate suggestions or recommendations. The Treasurer shall also participate in the budget review process with the Town Manager and Council.
D. 
To offer advice and assistance to the Town Manager in the proper recording and maintenance of all receipts and disbursements concerning the financial records of the Town. Periodic review of proper classifications of receipts and disbursements shall be included.
E. 
To make periodic unannounced counts of petty cash and funds on hand at his/her discretion.
F. 
Such other duties as may be requested by Council, not in conflict with state and federal law or local ordinance.

The Treasurer shall be compensated in an amount established by a resolution of the Town Council. Pay shall be based upon a basic monthly fee. The Treasurer may bill periodically for additional services rendered for services which are not included in the basic monthly fee. The Treasurer shall be bound only to exercise reasonable care. All prevailing laws shall apply.
