A. 
No person over the age of 18 who has been convicted of a violation of any crime against a minor as listed in N.J.S.A. 2C:7-2 and who, as a result of said conviction, is required to register with the proper authorities pursuant to N.J.S.A. 2C:7-1 et seq., Registration and Notification of Release of Certain Offenders, shall be permitted to reside or live within 2,500 feet of any school, park, playground, day-care center or Board of Education approved bus stop in the City of Garfield.
B. 
Such a person who resides or lives within 2,500 feet of any school, park, playground, day-care center or Board of Education approved bus stop in the City of Garfield shall have 60 days from receipt of written notice of the prohibition set forth herein to move. Failure to move to a location which is in compliance with this article within that time period shall constitute a violation of this article.
Any violation of this section shall be punishable by a fine not exceeding $2,000; imprisonment for a term not exceeding 90 days; a period of community service not exceeding 90 days.

The Construction Official for the City shall place on all certificates of occupancy or continued certificates of occupancy a statement directing all purchasers of residential property within the City of Garfield to the requirements and restrictions of the within article.
