It shall be unlawful for any person or persons or corporation, or anyone acting in their behalf, to paint or place any sign, name, letters or other marks or marking upon the public streets, sidewalks or roads of the City of Garfield for any purpose whatsoever unless the same shall be authorized by the Traffic Bureau of the Police Department of the City of Garfield in the regulation and control of traffic.

Any person violating any provision of this article shall, upon conviction, be punished by one or more of the following: a fine not exceeding $2,000; imprisonment for a term not exceeding 90 days; and/or a period of community service not exceeding 90 days.
