Plats for minor subdivisions shall be prepared pursuant to N.J.S.A. 46:23-9.1 through 46:23-9.8. The plat shall be clearly drawn and legibly lettered on tracing cloth at a scale not smaller than one inch equals 100 feet; it shall be certified to be accurate by a land surveyor licensed to practice as such in New Jersey or by a licensed engineer and land surveyor, and in addition to the requirements of N.J.S.A. 46:23-9.1 through 46:23-9.8, it shall show or include the following information:
A. 
The location of that portion which is to be subdivided in relation to the entire tract.
B. 
All existing structures standing upon or within 100 feet of the portion to be subdivided.
C. 
The name of the owner of the land being subdivided and the names of the owners of all adjoining properties as the same appear in the most recent City tax records.
D. 
The City Tax Assessment Map sheet, block and lot numbers.
E. 
All streets or roads and streams within 100 feet of the subdivision.
The preliminary plat shall be clearly drawn and legibly lettered at a scale of not smaller than one inch equals 100 feet. All preliminary plats shall be designed and drawn by a land surveyor licensed to practice as such in New Jersey or by a licensed engineer and land surveyor. The plat shall be designed in compliance with the provisions of Article VI of this chapter and shall give or show the following information:
A. 
A key map at 1/4 scale of the plat, showing the subdivision and the surrounding area to a depth of 400 feet from the boundary of the subdivision.
B. 
The tract name; Tax Assessment Map sheet, block and lot numbers; date of drawing; reference meridian; graphic scale; and the names and addresses of:
(1) 
The record owner or owners.
(2) 
The owner's agent, if any.
(3) 
The person who prepared the map.
C. 
The acreage of the tract to be subdivided, calculated to the nearest tenth of an acre.
D. 
Contours at five-foot intervals for slopes averaging 10% or greater and at two-foot intervals for lesser slopes.
E. 
The location of existing and proposed property lines, streets, buildings, watercourses, railroads, bridges, culverts, drainpipes and of any natural features, such as wooded areas, rock formations, etc.
F. 
Plans of proposed utility layouts (sewers, storm drains, water, gas and electrical facilities), showing feasible connections to existing or any proposed utility systems.
G. 
In addition to the foregoing, a copy of any protective covenants or deed restrictions applying to the land being subdivided shall be submitted with the preliminary plat.
The final plat shall be drawn in ink on tracing cloth at a scale not smaller than one inch equals 50 feet and in compliance with all the provisions of N.J.S.A. 46:23-9.1 through 46:23-9.8. The final plat shall show or be accompanied by the following:
A. 
Date, name and location of the subdivision, name of owner, graphic scale and reference meridian.
B. 
Tract boundary lines, right-of-way lines of streets, street names, easements and other rights-of-way, all lot lines and other site lines, with accurate dimensions, bearings or deflection angles, and radii, arcs and central angles of all curves.
C. 
The purpose of any easement shall be designated, and the proposed use of sites other than residential shall be noted.
D. 
Each block shall be numbered as designated by the Tax Assessor, and the lots within each block shall be numbered serially, beginning with No. 1.
E. 
Minimum building setback line on all lots and other sites.
F. 
Names of owners of adjoining unsubdivided land.
G. 
Location and description of all monuments.
H. 
A certification by a licensed engineer or land surveyor as to the accuracy of details of the plat.
I. 
A certification that the applicant is the owner of the land to be subdivided.
J. 
A certificate of approval by the County Planning Board shall be endorsed upon the plat in all cases where such approval is required by state law.
K. 
Cross sections and profiles of streets, approved by the City Engineer, shall accompany the final plat.
L. 
Contours at five-foot intervals for slopes averaging 10% or greater and at two-foot intervals for lesser slope.
M. 
Plans and profiles of storm sewers and sanitary sewers, and plans of water mains.
N. 
A certificate from the Tax Collector that all municipal real property taxes on the lands to be subdivided have been paid to date.
