This chapter shall control procedures used by the Franklin City Council or any political subdivision of the City of Franklin for the holding of public hearings, except where such procedures are otherwise established by separate ordinance or statute.
A. 
Notice of all public hearings shall be posted by the City Clerk or secretary of the appropriate political subdivision no less than 10 days prior to the date of said hearing, exclusive of the date of posting and date of hearing. Additionally, said hearing shall be publicized in a newspaper of general circulation within the City of Franklin no less than seven days prior to said hearing.
B. 
The above notice requirements may be dispensed with in extraordinary circumstances upon a two-thirds vote of the Council or other body holding said hearing.
