[Adopted 1-13-1981 by Ord. No. MC 2622 (Ch. 1, Art. II, of the 1981 Revised Code)]
As used in the Revised Code of the Town of Irvington and in any other ordinance of the Town, the following terms shall have the meanings indicated unless the context clearly indicates another meaning or unless otherwise specifically provided in another chapter of the Revised Code or ordinance of the Town:
CHARTER, TOWN CHARTER
Mayor-Council Plan D, as set out in N.J.S.A. 40:69A-61 through 40:69A-67, as amended and supplemented, and all other statutory provisions of the state lawfully applicable to the Town.[1]
CODE or REVISED CODE
The Revised Code of the Town of Irvington, New Jersey.
COUNCIL or MUNICIPAL COUNCIL
The Municipal Council of the Town of Irvington, New Jersey, the local legislative body of the Town, constituted and elected pursuant to the Charter.
COUNTY
The County of Essex in the State of New Jersey.
DEPARTMENT
An organizational unit of the Town government, established or designated by or pursuant to this Revised Code or other ordinance of the Town as a department.
DIRECTOR
The administrative head of a department.
GOVERNING BODY
The Municipal Council as constituted under the Charter.
MONTH
A calendar month unless otherwise specifically provided.
ORDINANCE
The Revised Code and any other act of local legislation or regulation heretofore or hereafter adopted by the Municipal Council, required by law to be reduced to writing, read at more than one meeting, published and formally adopted pursuant to law.
OWNER (APPLIED TO A BUILDING OR LAND)
Includes any part owner, any corporation, joint owner, tenant in partnership, joint tenant or tenant by the entirety of the whole or of a part of such building or land.
PERSON
Any corporation, firm, partnership, association, organization or other entity, as well as an individual.
RESOLUTION
Any act or regulation of the Municipal Council required to be reduced to writing, but which may be finally passed at the meeting at which it is introduced without formal publication.
STATE
The State of New Jersey.
STREET
Includes a highway, road, avenue, court, public lane or alley; and it shall also be construed to include a sidewalk or footpath unless the contrary is expressed or unless such construction would be inconsistent with the manifest intent of the Municipal Council.
TOWNSHIP
The Township of Irvington, in the County of Essex, State of New Jersey.

A calendar year, unless otherwise specifically provided.

In the Revised Code and in other ordinances of the Town, the following rules of word usage shall apply unless the context clearly indicates otherwise:
A. 
Computation of time. In computing any period of time, the day of the act or event after which the designated period begins to run shall not be included. The last day of the period so computed shall be included, unless it is a Saturday, Sunday or legal holiday, in which event the period shall run until the end of the next day which is neither a Saturday, Sunday nor a holiday. When a period of time prescribed or allowed is less than seven days, intermediate Saturdays, Sundays and legal holidays shall be excluded in the computation.
B. 
Gender. A word importing the masculine gender only shall extend and be applied to females and to firms, partnerships and corporations as well as to males.
C. 
Number. A word importing the singular number only may extend and be applied to several persons and things as well as to one person and thing.
D. 
"Preceding" and "following." The words "preceding" and "following" mean next before and next after, respectively.
E. 
"Shall" and "may." The word "shall" is mandatory. The word "may" is permissive.
F. 
Time. Words used in the past or present tense include the future as well as the past and present.
G. 
"Writing" or "in writing" shall be construed to include any representation of words, letters or figures, whether by printing or otherwise.
