A. 
No person shall erect, construct, place or maintain or cause to be erected, constructed, placed or maintained any building or any appurtenance or fixture connected thereto; window, sign, showcase, showbill, step, porch, platform, cellar door or fence; wares, goods or merchandise; or other structure, obstruction or encroachment, which shall encroach upon, extend over or obstruct any street, highway, sidewalk or other public place without first obtaining a permit therefor from the Construction Official.
B. 
Nothing in this section shall prohibit merchants from placing wares, goods or merchandise upon the sidewalk for the purpose of loading and unloading the same, provided that the free passage over such sidewalk is not obstructed, and provided that the same is removed without unreasonable delay.
No person shall dump or place any sand, lime, mortar, cement or concrete or mix the same in or upon any street.
No person shall take up, remove, carry away or cause to be taken up, removed or carried away any turf, stone, sand, clay or earth from any street.

A. 
No person shall obstruct or otherwise interfere with the appropriate use of handicapped parking areas or fire zones, including but not limited to the placing or maintaining of any blockage, barriers or physical obstructions or the placing of or failure to remove ice or snow in such areas, thus interfering with their designated use. The violation includes not only the person creating the impediment or the interference but also the property owner or tenant who suffers the interference or impediment to use to continue.
B. 
In addition to the penalties provided in § 274-28, any violator of this section shall be liable for all costs incurred by the Township in removing or abating the interference or impediment.
Unless another penalty is expressly provided herein, any person who violates any provision of this article shall, upon conviction thereof, be punished by a fine not exceeding $500 or by imprisonment for a term not exceeding 90 days, or both. A separate offense shall be deemed committed on each day during or on which a violation occurs or continues.
