Whenever the Township of Whitpain shall declare a highway snow emergency, it shall be unlawful for any person or persons to abandon or park any motor vehicle or other vehicle on any public roadway within the Township of Whitpain.
Any member of the Whitpain Township Police Department is hereby authorized to remove any vehicle abandoned or parked upon any public highway or street in violation of the terms and provisions of this article and to take any said vehicle to the nearest garage or other place of safety. The registered owner of any said vehicle shall be promptly notified, in writing, of the fact of the removal and of the place to which said vehicle has been removed, where he may obtain the same upon payment of any and all towing and storage charges.
Any person willfully violating any of the provisions of this article shall, upon summary conviction before a Magisterial District Judge, be sentenced to pay a fine of not less than $50 and not more than $300 plus the cost of towing the vehicle and the costs of prosecution, such fines to be collected as like fines are now collected by law.
