Article VII, §§ 7-2(a) and 7-4(a), of the Charter of the Town of Woodbridge require that the members of the Town Plan and Zoning Commission be appointed by the Board of Selectmen.

A. 
The Board of Selectmen is empowered to appoint three alternate members of the Town Plan and Zoning Commission in accordance with the provisions of § 8-1b C.G.S., Revision of 1981.
B. 
Such alternate members shall be electors of the Town of Woodbridge and shall not be members of the Town's Zoning Board of Appeals. If a regular member of the Town's Plan and Zoning Commission is absent, he may designate, in writing, an alternate member of the Commission to act in his place. If he fails to make such designation, the Chairperson of the Town Plan and Zoning Commission shall designate an alternate to act, choosing alternates in rotation so that they shall act as nearly equal a number of times as possible. Any designation of alternates shall be recorded in the minutes of the meeting. If any alternate is not available in accordance with such rotation, such fact shall be recorded in the minutes of the meeting.

Annually the Town Plan and Zoning Commission shall appoint from among the electors of the Town the number of representatives to which the Town shall by law be entitled to any regional planning authority of which it is a member, one such representative to be a member of such Commission.

A. 
The term of office of each alternate member referred to in § 75-76 of this article shall be four years and until his successor shall have been appointed and qualified.[1]

The term of office of the representative referred to in § 75-77 of this article shall be for one year from the first day of July and until his successor has been appointed and qualified.[2]
