The provisions of this article shall apply except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device.
No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule XIII (§ 229-48), attached to and made a part of this chapter.
No person shall stop a vehicle upon any of the streets or parts of streets described in Schedule XIV (§ 229-49), attached to and made a part of this chapter.
No person shall stand a vehicle upon any of the streets or parts of streets described in Schedule XV (§ 229-50), attached to and made a part of this chapter.
No person shall stand a vehicle upon the apartment complex driveways described in Schedule XVI (§ 229-51), attached to and made a part of this chapter.
No person shall park a vehicle between the hours specified in Schedule XVII (§ 229-52) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said schedule, attached to and made a part of this chapter.
No person shall stop a vehicle during the times specified in Schedule XVIII (§ 229-53) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said schedule, attached to and made a part of this chapter.
No person shall stand a vehicle during the times specified in Schedule XIX (§ 229-54) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said schedule, attached to and made a part of this chapter.
No person shall park a vehicle for longer than the time limit shown in Schedule XX (§ 229-55) at any time between the hours listed in said schedule of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said schedule, attached to and made a part of this chapter.
No person shall park a vehicle upon any of the streets or parts thereof described in Schedule XXI (§ 229-56), attached to and made a part of this chapter, except at the angle designated and only within the painted stall lines. On all streets or portions thereof where angle parking is now or shall hereafter be authorized, all vehicles parked thereon shall be parked with the front thereof nearest the curb.
A. 
No person shall park, stand, store or leave a motor vehicle upon any publicly or privately owned premises or property, parking areas or parking lots or between 9:00 p.m. and 6:00 a.m. in cemeteries without the consent and permission of the owner or lessee of such premises.
B. 
To effectuate the prohibition of parking on such premises as above described, a conspicuous sign or signs shall be posted at the entrances to such parking lots, parking areas or cemeteries informing the public as to the permitted conditions of parking thereon. A sign as hereinafter described shall be deemed substantial compliance with this section:

C. 
Such sign or signs shall be at least three feet high by four feet wide, with red lettering of a size not less than above indicated upon a white backgrounds. The words "police enforcement" and "under penalty of law" on such signs shall be construed, among other things, to mean a request by the owner or lessee that the police or special patrolmen shall enforce the provisions of this section against persons parking, standing, storing or leaving vehicles on such premises without the consent of the owner or lessee, and that the police are authorized to enter upon such premises authorized by the owner or lessee to use said premises for parking, or both; and persons not included within such authorization or violating the regulations and conditions set out on said signs shall be deemed to be using said premises unlawfully without the authority or consent of the owner or lessee.
D. 
No parking of any vehicle, trailer or boat is allowed on a required front lawn, except on a paved driveway. The paved driveway area may not exceed 40% of the required front lawn.
The locations described in Schedule XXII (§ 229-57), attached to and made a part of this chapter, are hereby designated as loading zones.
The locations described in Schedule XXIII (§ 229-58), attached to and made a part of this chapter, are hereby designated as taxi stands.
The locations described in Schedule XXIV (§ 229-59), attached to and made a part of this chapter, are hereby designated as bus stops.
A. 
Time limit handicapped parking permits. The standing of vehicles is hereby prohibited during certain hours except that a vehicle operated by or for a handicapped person holding a permit issued pursuant to Section 1203-a or 1203-b of the Vehicle and Traffic Law or a vehicle registered pursuant to Section 404-a of the Vehicle and Traffic Law and being used for the transportation of handicapped person or persons is not prohibited from standing in any of the locations described in Schedule XXV (§ 229-60), attached to and made a part of this chapter, for longer than the time limit shown.
B. 
No time limit handicapped parking permits. The standing of vehicles during certain hours in the locations described in Schedule XXV (§ 229-60), except that a vehicle operated by or for a handicapped person holding a permit issued pursuant to Section 1203-a or 1203-b of the Vehicle and Traffic Law or a vehicle registered pursuant to Section 404-a of the Vehicle and Traffic Law and being used for the transportation of a handicapped person or persons is not prohibited from standing in said locations.
C. 
Off street parking of vehicles: handicapped parking permits.
(1) 
The Board of Trustees shall, by resolution, designate one of the parking spaces in the parking lot located on the site of the Village Hall at 100 Main Street for use only by the handicapped. The space shall be located as close as reasonably practicable to the front (north) entrance to the Village Hall. The space so designated may by used only by drivers displaying a special municipal parking permit, as provided for in Section 1203-a of the Vehicle and Traffic Law, or by motor vehicles registered in accordance with Section 404-a of the Vehicle and Traffic Law and being used for the transportation of a handicapped person or persons.
(2) 
The parking space designated pursuant to the preceding Subsection shall be clearly identified for use by or for the handicapped which designation may include the use of painted lines or markings and the international symbol of access.
(3) 
Any person who parks in such space clearly marked for use by the handicapped person in accordance with Subsection (2) above, without a special municipal parking permit or whose motor vehicle is not registered in accordance with Section 404-a of the Vehicle and Traffic Law and being used for the transportation of a handicapped person, shall be subject to a fine of $100 for the first offense and $150 for every offense thereafter.
(4) 
As used in §§ 229-30A, 229-30B and 229-30C, the term "handicapped" shall also include a "severely disabled person" as defined in Section 404-a of the Vehicle and Traffic Law.
