A. 
It shall be unlawful for the owner, driver or person in charge of a motor vehicle to permit it to park or stand on any public street or portion thereof in the City at any time when the street is being cleaned or snow is being removed therefrom or snowplowing operations are being conducted thereon.
B. 
The General Manager is authorized and directed to place and maintain suitable and proper signs and markings indicating that a street or portion thereof will be cleaned or snow will be removed therefrom or snowplowing operations will be conducted thereon. Such signs and markings shall be posted at least 24 hours before the cleaning, snowplowing or snow removal operations and shall be removed after the operations are finished.
C. 
The General Manager is authorized and directed to remove and tow away, or have removed and towed away by a commercial towing service, any motor vehicle illegally parked in violation of this section. Motor vehicles so towed away for illegal parking shall be stored in a safe place and shall be restored to the owner or operator thereof upon payment by said owner or operator, to the commercial towing service, of towing and storage charges placed against said motor vehicle.
