This chapter shall be known and may be cited as the "Woodcliff Lake Traffic Ordinance."
Whenever any words and phrases are used in this chapter, the meanings respectively ascribed to them in N.J.S.A. 39:1-1 shall be deemed to apply to such words and phrases used herein.
A. 
Regulations not exclusive. The provisions of this chapter imposing a time limit on parking shall not relieve any person of the duty to observe other and more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles as set forth in N.J.S.A. 39:4-138, any other New Jersey statute or as hereinafter provided.
B. 
Parking prohibited at all times on certain streets. No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule I (§ 250-14), attached hereto and made a part of this chapter.
C. 
Overnight parking prohibited. No person shall park a vehicle on any street or part thereof during the hours between 2:00 a.m. and 6:00 a.m.
D. 
Parking limited during certain hours. No person shall park a vehicle upon any of the streets or parts thereof for the periods set forth in Schedule II (§ 250-15), attached hereto and made a part of this chapter.
E. 
Restricted parking on Borough-owned properties.
(1) 
No person shall park a vehicle in designated areas of Borough-owned properties to the rear and to the east of the Borough Hall, the area designated in the immediate vicinity of the Woodcliff Lake Railroad Station and such other areas as my be designated by the Mayor and Council by resolution, without obtaining from the Borough a parking permit. Parking in said designated areas of Borough-owned properties shall be limited to residents of the Borough of Woodcliff Lake. Parking in said areas shall be limited to a time period of not more than 48 consecutive hours. After said time, the vehicle will be deemed to have been abandoned.

(2) 
Application for a permit to park in designated areas of Borough-owned properties shall be made to the Borough Clerk, who shall keep a record of applications made and permits issued with a description of the vehicle, make, model and year, license plate number and name and address of the registered owner. The permit shall be in the form of an identifying sticker, which shall be affixed to the left, rear side window of the motor vehicle.
(3) 
The fee for the vehicle identification sticker shall be as provided in Chapter 163, Fees.

(4) 
No person shall park a vehicle in designated areas of Borough-owned properties to the side and north of the Borough Hall and in the front and to the west of the Borough Hall for a period exceeding 1/2 hour. Parking in said areas is hereby restricted to persons conducting business at the Borough Hall.
(5) 
No person, other than Woodcliff Lake policemen and Woodcliff Lake firemen, shall park a vehicle on Borough-owned property between the Woodcliff Lake Firehouse and the Woodcliff Lake Police Station, to the rear and to the east of the Woodcliff Lake Firehouse and in front and to the west of the Woodcliff Lake Firehouse.
(6) 
Parking permits. A parking permit shall be required to park in the Commuter Train Station parking lot, Apostolic Church parking lot and the Borough Hall parking lot Monday through Friday at a cost of $50 per permit, per year. Residents shall be issued a parking permit on a first-come-first-served basis up until March 31, after which date parking spaces will be open to nonresidents at a cost of $250 per permit, per year. All permits shall be applied for and processed through the Woodcliff Lake Police Department. The penalty for parking without a permit shall be as follows:

(a) 
First offense: $50.
(b) 
Second offense: $100.
(c) 
Third offense and continuing: $250.
F. 
Emergency no parking.
(1) 
Declaration of emergency. The Chief of Police or, in his absence, the ranking officer of the Borough of Woodcliff Lake Police Department is authorized to declare an emergency and direct posting of emergency no-parking signs when weather conditions, accidents, fires, public celebration and similar occurrences require the avoidance of conditions which are hazardous or which interfere with the free flow of traffic. In the event of a weather emergency, said official may use the Town electric signboard, NIXLE text and e-mail messages in lieu of the sign posting notification.

(2) 
Parking prohibited. Upon the declaration of an emergency, there shall be no parking upon streets or parts of streets where emergency no-parking signs are displayed.
(3) 
Notice. Notification that emergency no-parking signs are being or will be posted shall be given to the operator or owner of any vehicle which has been parked prior to the posting of the signs.
(4) 
Removal of vehicles. Any vehicle parked or standing in violation of this section is declared to be a nuisance, an obstruction to the flow of traffic and a danger to other vehicles using the street upon which it is parked. Any police officer may remove such a vehicle or cause it to be removed, and the owner shall pay all expenses incurred in moving or storing the vehicle before regaining possession of it. Removal and storage charges shall be in addition to any penalty imposed for a violation of this section.
(5) 
Signs. The effectiveness of this section is contingent upon signs being erected as provided by law.
G. 
Handicap parking. Parking shall be prohibited in any space appropriately marked for vehicles for physically handicapped persons in accordance with P.L. 1977, Chapter 202,[1] unless the vehicle is authorized by law to be parked therein.

A. 
Truck routes. There is hereby established a system of truck routes in the Borough of Woodcliff Lake.
B. 
Weight limitations. All trucks, tractors, trailers and semitrailers or combinations thereof having a gross weight in excess of four tons as shown on the motor vehicle registration issued by the State of New Jersey shall be excluded from all streets in the Borough of Woodcliff Lake except Chestnut Ridge Road, Glen Road from Spring Valley Road to Chestnut Ridge Road, Ruckman Road (also known as "Park Ridge Road"), Prospect Avenue, Woodcliff Avenue, Saddle River Road, County Road, Werimus Road, Pascack Road, Broadway and Kinderkamack Road (these being the only truck routes within the Borough of Woodcliff Lake).
C. 
Use of other Borough streets. Nothing in this chapter shall be construed to prevent trucks or other vehicles referred to in Subsection B hereof from making deliveries of merchandise or other property along streets from which said trucks are excluded, nor to prevent any trucks of public utility companies from using excluded streets in connection with the construction, installation, operation or maintenance of public utility facilities.
One-way streets designated. The streets or parts of streets described in Schedule III (§ 250-16), attached to and made a part of this chapter are hereby designated as one-way streets in the direction indicated.
Through streets designated. Pursuant to the provisions of N.J.S.A. 39:4-140, the streets or parts of streets described in Schedule IV (§ 250-17), attached to and made a part of this chapter are hereby designated as through streets. Stop signs shall be installed on the near right side of each street intersecting the through streets, except where right-of-way signs are provided for in the designation.
A. 
Bus stops designated. The portions of the streets described in Schedule V (§ 250-18), attached to and made a part of this chapter are hereby designated bus stops.
B. 
Picking up and discharging of passengers. No omnibus shall pick up or discharge passengers within the Borough of Woodcliff Lake, except at bus stops.
C. 
Restricted parking at bus stops. No person shall park a vehicle other than an omnibus at a bus stop within the Borough of Woodcliff Lake.
The provisions of this chapter shall be applicable to lands owned by public or semipublic corporations, pursuant to the provisions of N.J.S.A. 39:5A-1, when so requested by such public or semipublic corporations.

A. 
Mandatory turns.
(1) 
All persons proceeding in a westerly direction on Woodcliff Avenue at the intersection of Werimus Road shall make a left-hand turn onto Werimus Road or shall proceed through the intersection and into the entrance to Old Mill Park, when proceeding in the left-hand lane, and shall make a right-hand turn onto Werimus Road proceeding in the right-hand lane.
(2) 
The eastbound curb lane on Woodcliff Avenue approaching Pascack Road is hereby reserved for right-hand turns onto Pascack Road and all persons proceeding in an easterly direction in the curb lane on Woodcliff Avenue approaching the intersection of Pascack Road shall make a right-hand turn onto Pascack Road.
(3) 
All persons proceeding in a westerly direction on Saddle River Road at the intersection of Overlook Drive shall make a left-hand turn onto Overlook Drive when proceeding in the left-hand lane, and it shall be unlawful to make a left-hand turn onto Overlook Drive when proceeding westerly on Saddle River Road except from the left-hand lane.

(1) 
Right turns shall be prohibited onto Glen Road from north on the Garden State Parkway, northbound exit ramp, to east on Glen Road.
(2) 
Left turns shall be prohibited westbound on Glen Road to south on the Garden State Parkway, southbound entrance ramp.
(3) 
Left turns shall be prohibited from south on Clairmont Drive to east on Glen Road.
(4) 
Left turns shall be prohibited eastbound on Glen Road to north on Clairmont Drive.
(5) 
Dorchester Road onto Woodland Drive: no right turn 2:30 p.m. to 3:00 p.m. school days.

A. 
Traffic control signals shall be installed and operated at the following intersections:
(1) 
At the intersection of Ruckman Road, Prospect Avenue and Park Avenue.
B. 
The traffic signal installations shall be in accordance with the provisions of an act concerning motor vehicles and traffic regulations, Subtitle 1 of Title 39 of the New Jersey Statutes Annotated, shall conform to the design and shall be maintained in operation as authorized by the Department of Transportation.

A. 
The following speed limits are hereby established:
(1) 
For both directions of traffic along Overlook Drive: 40 miles per hour.
(2) 
For both directions of traffic along the length of Tice Boulevard: 25 miles per hour.

B. 
Regulatory and warning signs shall be erected and maintained to effect the above-designated speed limits as authorized by the Department of Transportation.
A. 
Sale of vehicles. No person shall park or stand a vehicle upon any street within the Borough of Woodcliff Lake for the purpose of sale.
B. 
Repair of vehicles. No person shall repair any vehicle upon any street within the Borough of Woodcliff Lake except in the case of emergency.
Unless another penalty is expressly provided by New Jersey statute, for each violation of any provision of this chapter or any supplement thereto there shall be a fine imposed not to exceed $50 or imprisonment for a term not to exceed 15 days, or both, at the discretion of the court.
