Unless otherwise expressly provided, the following
words, for the purpose of this article, shall have the meanings herein
indicated:
COMMUTE/COMMUTING
The travel, at least three times per week on a regular basis,
by public transportation to a destination outside of the Village of
Lynbrook for purpose of employment or for such other purpose which,
for good cause shown, may be permitted by the Mayor or his designee
on appropriate specified terms and conditions. A denial may be appealed
to the Village Board within 20 days of service.

COMMUTER AUTOMOBILE
An automobile, owned by a commuter parking license applicant,
or his or her spouse, which is to be parked by the applicant in a
commuter parking field solely for the purpose of facilitating the
applicant's commuting.
COMMUTER PARKING FIELD
Any municipal parking field or portion thereof designated
by the Board of Trustees for the use of Village residents who have
obtained a commuter parking license to park a commuter automobile
for the purpose of commuting.
COMMUTER PARKING LICENSE
A license issued to a Lynbrook resident who has demonstrated
that he or she commutes, permitting the parking of a commuter automobile
in a commuter parking field.
EMPLOYEE PARKING FIELD
Any municipal parking field or portion thereof designated
by the Board of Trustees for employee parking licensees to park a
designated private passenger vehicle.
EMPLOYEE PARKING LICENSE
A license to park a designated private passenger automobile
in an employee parking lot issued to a person who has demonstrated
that he or she is employed on a regular basis by an employer which
maintains a place of business within the Village of Lynbrook.
LIMITED PARKING FIELD
Any municipal parking field or portion thereof designated by the Board of Trustees limited for the purpose of parking of private passenger motor vehicles owned by persons licensed herein pursuant to §
240-51A(1),
(2),
(3) and
(4), with no parking time limitations as established by the Board of Trustees.
MUNICIPAL PARKING FIELD
Any place owned, leased or operated by the Village for the
parking of motor vehicles by the public with or without parking time
limitations.
MUNICIPAL RECREATION PARKING FIELD
Any place owned, leased or operated by the Village located
in, at or near a Village recreation area and designated as a "Municipal
Recreation Parking Field."

OVERNIGHT PARKING FIELD
Any municipal parking field designated as an overnight parking
field with a parking time limitation for parking of private passenger
motor vehicles of residents for which an overnight parking license
must be obtained.
OVERNIGHT PARKING LICENSE
A license issued to a Lynbrook resident to park a designated
automobile owned by said resident in a designated parking field within
such parking time limitations as fixed by the Board of Trustees.
PARKING STALL
A space in a municipal parking field, marked or indicated,
within which a single motor vehicle is to be parked.
PARKING TIME LIMITATION
The period of time specified by resolution of the Board of
Trustees as the space of time during which a motor vehicle may be
parked in a municipal parking field during a twenty-four-hour period.
SHOPPERS' FIELD
Any municipal parking field or portion of any municipal field
established by the Board of Trustees as an area designated for and
limited to the use of persons for the purpose of making purchases
from places of business or for the purpose of transacting business
with financial institutions, professional offices or other business
offices, with such parking time limitations as may be fixed by the
Board of Trustees from time to time.
UNRESTRICTED FIELD
Any municipal parking field or portion thereof established
by the Board of Trustees for the parking of motor vehicles in which
there are no restrictions as to the use thereof either by residency
requirements, employment or otherwise.

A. Parking in certain municipal parking fields shall
be permitted only pursuant to license under such terms and conditions
as set by the Board of Trustees by resolution.
B. Parking in certain municipal parking fields shall
be permitted pursuant to the following kinds of licenses:
(1)
Commuter parking license.
(2)
Overnight parking license.
(3)
Employee parking license.

All parking licenses shall be issued by the Village Clerk subject
to the approval of the Board of Trustees in accordance with the applications
and forms therefor approved by the Board of Trustees, and all vehicles
for which such license shall be issued shall have conspicuously affixed
(using the adhesive portion of the license tag) and displayed on the
outside rear thereof a distinctive parking license tag issued by the
Village Clerk bearing the number of such license and the year for
which the same shall be issued. A parking license shall be issued
only if the application form shall have been satisfactorily completed
and the information provided therein by the applicant shall have been
verified by the Village Clerk. A denial of a license by the Clerk
may be reviewed by the Board of Trustees upon application.

The license issued pursuant to this Article
shall permit and entitle the licensee to park such vehicle so licensed
in any of the municipal parking fields for a period of not longer
than 24 hours, or such other parking time limitations for such fields
specified by resolution of the Board of Trustees.

A. All automobiles must be parked in accordance with
the regulations adopted by resolution of the Board of Trustees for
the operation and use of Municipal Recreation Parking Fields.
B. No automobile shall be parked or permitted to stand
in any lane or driveway or so as to obstruct entrance or egress of
other automobiles.
C. If stalls are designated for parking, automobiles
shall be parked in said stalls and in no other place in the parking
field.
D. No commercial vehicle shall be permitted to stand
in any such field for a longer period of time than is necessary for
the performance of work or services in furtherance of the ends of
the recreational use of the recreation area.
Any person violating any of the provisions of
this article shall be liable for and pay a penalty or fine established
by the Board of Trustees by resolution. It shall be a violation of
the provisions of this article for any person to park, or to permit
another to park, any vehicle registered in the name of such person
in a manner prohibited by this article. It shall be presumed that
a registered owner of a vehicle has parked or permitted another to
park said vehicle in the manner parked in any municipal parking field.

A. Requirements upon parking. In municipal parking fields
where a central meter box has been installed, except during a period
of emergency as determined by an officer of the Fire or Police Department
or in compliance with the directions of a police officer, when any
vehicle shall be parked in any parking space in the parking field,
the operator of such vehicle shall cause to be deposited in said central
meter box such proper coin of the United States as is required by
direction on the central meter box, and in further compliance with
said directions, the operator of said vehicle, after deposit of said
coin or coins, shall remove the pre-printed receipt from the central
parking-meter box, which receipt will indicate the day(s) and the
start time and the ending time that such vehicle is permitted to park
in a parking stall in the municipal field. The operator shall then
place the pre-printed receipt onto the dashboard of such vehicle with
the pre-printed material faceup and in a manner that it can be easily
read by a police officer or other public officer legally permitted
to issue an appearance ticket for a parking violation committed within
the Village. The failure to deposit such proper coin into the central
parking-meter box or to display the pre-printed receipt as required,
shall constitute a violation of this article.
B. Effect of deposit. Upon deposit of such coin and the
placement of the receipt upon the dashboard of the parked motor vehicle,
the parking space may be lawfully occupied by such vehicle during
the period of time which has been printed on the receipt. If said
vehicle shall remain parked in such parking space beyond the ending
time printed on the receipt, then and in that event, such vehicle
shall be parked overtime and in violation of this article.
C. Requirements upon parking. In municipal parking fields
where a central meter box has been installed and each parking space
in the parking field has been numbered, except during a period of
emergency as determined by an officer of the Fire or Police Department
or in compliance with the directions of a police officer, when any
vehicle shall be parked in a numbered parking space in the parking
field, the operator or owner of such vehicle shall cause to be deposited
in the central meter box such proper coin or currency of the United
States as is required by direction on the central meter box and shall
enter into the central meter box the number of hours desired for the
vehicle to occupy the space and the numbered parking space in which
the owner or operator parked the vehicle. The owner or operator of
the vehicle may then receive a printed receipt from the central meter
box. The failure to deposit the proper coin or currency, select the
number of hours desired and select the numbered parking space where
the vehicle is parked shall constitute a violation of this article.

D. Effect of deposit. Once the proper coins or currency is deposited and all the required information, as detailed in §
240-55C, has been entered into the central meter box, the vehicle shall be lawfully parked in the numbered space for the time period selected. If said vehicle shall remain parked in such numbered space beyond the ending time selected, then, in that event, such vehicle shall be parked overtime and in violation of this article.

E. Hours of operation. The hours of operation of the parking meter box shall be the same as indicated in §
240-43 of this chapter.

F. Penalties for offenses. Any person violating any provision
of this article shall be liable for a fine established by the Board
of Trustees by resolution. It shall be a violation of the provisions
of this article for any person to park, or to permit another to park,
any vehicle registered in the name of such person in a manner prohibited
by this article. It shall be presumed that a registered owner of a
vehicle has parked or permitted another to park said vehicle in the
manner it was parked in such municipal parking lot.
