There shall be a Police Department, the head
of which shall be the Chief of Police.
The Chief of Police shall be appointed by the
Mayor with the approval of the Common Council, pursuant to the Civil
Service Law and shall be under the direction and supervision of the
Mayor.
The Chief of Police shall:
A. Have jurisdiction and control of the administration,
disposition and discipline of the Police Department and of the police
force of the Department.
B. Recommend the appointment of officers and members
of the Police Department to the Mayor. The Mayor shall make appointments,
pursuant to the Civil Service Law.
C. Enforce and prevent the violation of all federal,
state and local laws, and ordinances, rules and regulations in force
in the city; and, for these purposes, to arrest all persons charged
with violation thereof.
D. Direct and regulate the movement of vehicular and
pedestrian traffic for the facilitation of traffic and the convenience
of the public as well as the protection of human life.
E. Inspect and observe all places of public amusement,
all places of business and other public places.
