This chapter shall be known and may be cited as the "Traffic Ordinance of the City of Gloversville."
A. 
Whenever any words and phrases used herein are not defined herein but are defined in the Vehicle and Traffic Law of the state, any such definition therein shall be deemed to apply to such words and phrases used herein.
B. 
The following terms, when used in this chapter, unless otherwise expressly stated or unless the context or subject matter otherwise requires, shall be deemed to mean and include:
CENTRAL TRAFFIC DISTRICT 
The following streets and portions of streets:
(1) 
Bleecker Street from West Fulton Street to Spring Street.
(2) 
Cayadutta Street.
(3) 
Church Street.
(4) 
East Fulton Street from Main Street to Wells Street.
(5) 
Elm Street.
(6) 
Fremont Street from North Main Street to Washington Street.
(7) 
Middle Street
(8) 
North Arlington Avenue from West Fulton Street to Church Street.
(9) 
North Main Street from Fulton Street to sixth Avenue.
(10) 
Palmer Street.
(11) 
South Arlington Avenue.
(12) 
South Main Street from Fulton Street to Pine Street.
(13) 
Washington Street from South Main Street to Fremont Street.
(14) 
West Fulton Street from Main Street to Orchard Street.
COMMERCIAL VEHICLE
Every vehicle designed, maintained or used primarily for the transportation of property.
CONTROLLED-ACCESS HIGHWAY
Every highway, street or roadway in respect to which owners or occupants of abutting property or lands and other persons have no legal right of access to or from the same, except at such points only and in such manner as may be determined by the public authority having jurisdiction over such highway, street or roadway.
LANED ROADWAY
A roadway which is divided into two or more clearly marked lanes for vehicular traffic.
MAIN ARTERY OF TRAVEL
Every street or highway or portion thereof at the entrances to which vehicular traffic from intersecting streets or highways is required by law to stop before entering or crossing the same, and when stop signs are erected as provided in this chapter.
OFFICIAL TIME STANDARD
Whenever certain hours are named herein they shall mean standard time or daylight saving time, as may be in current use in this City.
PERSON
Every natural person, firm, copartnership, association or corporation.
POLICE OFFICER
Every sworn member of the Municipal Police Department or any person defined as a "police officer" by § 1.20(34) of the New York State Criminal Procedure Law.
PRIVATE ROAD OR DRIVEWAY
Every way or place in private ownership used for vehicular travel by the owner and those having express or implied permission from the owner, but not by other persons.
RIGHT-OF-WAY
The privilege of the immediate use of the roadway.
STOP
When required, complete cessation of movement.
TRAFFIC
Pedestrians, ridden or herded animals, vehicles and other conveyances, either singly or together, while using any street for purposes of travel or parking.
TRAFFIC DIVISION
The Traffic Division of the Police Department of this City, or, in the event that a Traffic Division is not established, then said term shall be deemed to refer to the Police Department of this City.
