A. 
All traffic control signs, signals and devices shall, as nearly as possible, conform to the manual and specifications approved by the State Traffic Commission. All signs and signals required hereunder for a particular purpose shall, as far as practicable, be uniform as to type and location throughout the City. All traffic control devices so erected and not inconsistent with the provisions of state law or of this chapter shall be official traffic control devices.
B. 
The Traffic Supervisor shall cause to be placed and maintained traffic control signs, signals and devices when and as required by this chapter to make effective the provisions thereof, and may place and maintain such additional traffic control devices as he may deem necessary to regulate traffic under this chapter or under state law or to guide or warn traffic.

Every person shall obey the instructions of any official traffic control device applicable to him placed in accordance with the provisions of this chapter unless otherwise directed by a traffic or police officer, subject to the exceptions granted to the driver of an authorized emergency vehicle in this section.
B. 
No provision of this section for which signs are required shall be enforced against an alleged violator if at the time and place of the alleged violation an official sign is not in proper position and sufficiently legible so as to be seen by an ordinarily observant person. Whenever a particular section does not state that signs are required, such section shall be effective even though no signs are erected or in place.
C. 
Whenever official traffic control devices are placed in position approximately conforming to the requirements of this chapter, such devices shall be presumed to have been so placed by the official act or direction of lawful authority, unless the contrary shall be established by competent evidence.
D. 
Any official traffic control device placed pursuant to the provisions of this chapter and purporting to conform to the lawful requirements pertaining to such devices shall be presumed to comply with the requirements of this chapter, unless the contrary shall be established by competent evidence.
E. 
For purposes of this chapter, "intersection" shall include the areas embracing the junction of a highway with a private road or driveway, and "intersecting roadway" shall include an intersecting private road or driveway.
There shall be placed and maintained lighted traffic control signals of the type and at the location described in Schedule I (§ 284-76) attached to and made a part of this chapter.
The City Traffic Supervisor is hereby authorized to:

Designate and maintain, by appropriate devices, marks or lines upon the surface of the roadway, crosswalks at intersections where in his opinion there is particular danger to pedestrians crossing the roadway and at such other places as he may deem necessary.
B. 
Establish safety zones of such kind and character and at such places as he may deem necessary for the protection of pedestrians.
A. 
The City Traffic Supervisor is hereby authorized to have traffic lanes marked upon the roadway of any street or highway where a regular alignment of traffic is necessary.
B. 
Where such traffic lanes have been marked, it shall be unlawful for the operator of any vehicle to fail or refuse to keep such vehicle within the boundaries of any such lane except when lawfully passing another vehicle or preparatory to making a lawful turning movement.
