Except when necessary to avoid conflict with other traffic or when in compliance with the law or the directions of a police officer or official traffic control device, no person shall:
A. 
Stop, stand or park a vehicle:
(1) 
On the roadway side of any vehicle stopped, standing or parked at the edge or curb of a street.
(2) 
On a sidewalk.
(3) 
Within an intersection, except when permitted by official signs or parking meters on the side of a highway opposite a street which intersects but does not cross such highway.
(4) 
On a crosswalk.
(5) 
Between a safety zone and the adjacent curb or within 30 feet of points on the curb immediately opposite the ends of a safety zone, unless a different distance is indicated by official signs or markings.
(6) 
Alongside or opposite a street excavation or obstruction when stopping, standing or parking would obstruct traffic.
(7) 
Upon a bridge or other elevated structure, upon a highway or within a highway tunnel, unless otherwise indicated by official signs or markings.
(8) 
On any railroad tracks.
(9) 
In the area between roadways of a divided highway, including crossovers, except in an emergency.
(10) 
On a state expressway, highway or state interstate route highway, including the entrances thereto and exits therefrom which are a part thereof, except in an emergency.
B. 
Stand or park a vehicle, whether occupied or not, except momentarily, to pick up or discharge a passenger or passengers:
(1) 
In front of a public or private driveway.
(2) 
Within 20 feet of a crosswalk at an intersection, unless a different distance is indicated by official signs or markings (See also Schedule V, § 284-80).
(3) 
Within 30 feet upon the approach to any flashing signal, stop or yield sign or traffic control signal located at the side of the roadway, unless a different distance is indicated by official signs or markings.
(4) 
Within 20 feet of the driveway entrance to any fire station and, when on the side of the street opposite the entrance of any fire station, within 75 feet of said entrance, when properly sign-posted, unless a different distance is indicated by official signs or markings.
(5) 
Within two designated parking spaces on the north side of East Fulton Street in front of 19 East Fulton Street.

C. 
Park a vehicle, whether occupied or not, except temporarily for the purpose of and while engaged in loading or unloading merchandise or passengers, within 50 feet of the nearest rail of a railroad crossing, unless a different distance is indicated by official signs or markings.
D. 
Stop, stand or park a vehicle within 15 feet of a fire hydrant except when such vehicle is attended by a licensed operator or chauffeur who is seated in the front seat and who can immediately move such vehicle in case of emergency, unless a different distance is indicated by official signs or markings.
E. 
Move a vehicle not lawfully under his control into any prohibited area or away from a curb such distance as is unlawful.
No person shall park a vehicle upon any roadway for the principal purpose of:
A. 
Displaying such vehicle for sale.
B. 
Washing, greasing or repairing such vehicle, except repairs necessitated by an emergency.
No person shall park any vehicle in such a manner as to block the sidewalk of any street, entrance to a public parking lot or any private driveway.
The provisions of this Article imposing a time limit on parking shall not relieve any person from the duty to observe other and more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles in specified places or at specified times.
A. 
When signs are erected giving notice thereof, no person shall park or stand a vehicle at any time upon any of the streets described in Schedule VI (§ 284-81) attached to and made a part of this chapter.
B. 
When signs are erected giving notice thereof, no person other than those permitted by the posted signage shall park or stand a vehicle at any time upon City-owned property.

A. 
From the 30th day of November at 11:00 p.m. to the following 31st day of March at 12:00 midnight, no person shall park a vehicle between the hours of 11:00 p.m. and 6:00 a.m. upon any public street in the City without special permission, in writing, to be granted by the Chief of Police or his designee.
B. 
When signs are erected giving notice thereof, no person shall park or stand a vehicle at any time between the first day of December and the following first day of April upon any of the streets described in Schedule VII (§ 284-82) attached to and made a part of this chapter.
A. 
When signs are erected in each block giving notice thereof, no person shall park a vehicle for longer than 120 consecutive minutes between the hours of 9:00 a.m. and 6:00 p.m. of any day, except Sundays, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, Christmas Day and New Year’s Day, or the days upon which such legal holidays are celebrated, upon any of the streets described in Schedule VIII (§ 284-83) attached to and made a part of this chapter.

B. 
All trucks with a maximum gross weight exceeding 18,000 pounds shall not be parked on any streets or in any parking lots between the hours of 12:00 midnight and 6:00 a.m. except in designated areas in parking lots maintained by the City.
C. 
When signs are erected in each block giving notice thereof, no person shall park a vehicle for longer than 15 consecutive minutes between the hours of 9:00 a.m. and 5:00 p.m. of any day except Sundays, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, Christmas Day and New Year's Day, or the days upon which such legal holidays are celebrated, upon any of the streets or portions thereof described in Schedule IX (§ 284-84).
D. 
When signs are erected giving notice thereof, no person shall park or stand a vehicle on the west side of South Kingsboro Avenue from the Arterial to Steele Avenue, from September 1 to June 30, between the hours of 7:00 a.m. and 4:00 p.m., Monday through Friday. There shall be 200 feet between each sign.
E. 
[1]When signs are erected giving notice thereof, no person shall park or stand a vehicle on the north side of First Avenue at the intersection with East Boulevard westerly 150 feet, between the hours of 7:00 a.m. and 4:00 p.m.

F. 
When signs are erected giving notice thereof, no person shall park or stand a vehicle on the east side of East Boulevard from Prospect Avenue to Second Avenue, between the hours of 7:00 a.m. and 4:00 p.m.

G. 
When signs are erected giving notice thereof, no person shall park or stand a vehicle for longer than 15 consecutive minutes as set forth in § 284-85, Schedule X.

When signs are erected giving notice thereof, no person shall park or stand a vehicle on the south side of Summer Street at the intersection with North McNab Avenue. westerly 270 feet, between the hours of 7:00 a.m. and 4:00 p.m.

I. 
When signs are erected giving notice thereof, no person shall park or stand a vehicle on the north side of Newman Street from Lawrence Street east to the end of Newman Street Saturdays only from 8:00 a.m. to 3:00 p.m. April 1 to June 30.

A. 
The City Traffic Supervisor is hereby authorized to determine the location of bus stops and shall place and maintain appropriate signs indicating the same.
B. 
Buses for the transportation of passengers for hire shall pick up and discharge passengers only at designated bus stops.
C. 
No person shall stop, stand or park a vehicle otherwise than herein provided for any purpose or period of time in a designated bus stop.
A. 
The City Traffic Supervisor is hereby authorized to determine the location of public taxi or hack stands and shall place and maintain appropriate signs indicating the same.
B. 
No person shall stop, stand or park a vehicle in a designated public taxi or hack stand except as hereinafter provided.
C. 
A person who has been issued a permit to drive a taxi by the City of Gloversville may stop and stand a duly licensed taxi in an established public taxi or hack stand.
A. 
Passenger vehicle. No passenger vehicle shall be double-stopped for any purpose in a congested district except in an emergency or for momentary stopping to discharge or pick up passengers or to receive immediate delivery of merchandise already purchased from a store where the driver stops only for a package to be brought out to the car.
B. 
Delivery or receipt of goods. No truck or vehicle for delivery of goods shall be double-stopped for any purpose, except in an emergency, in a congested district during the hours from 11:30 a.m. to 1:30 p.m. and 4:30 p.m. to 6:00 p.m. and shall not at any time be double-stopped in a congested district except for receipt from or delivery of merchandise to a place of business, nor for longer than necessary for such receipt or delivery, and shall not be double-stopped for such purpose if available space exists at the curb in front of or adjacent to the place of delivery or receipt and shall not be stopped in such district unless the vehicle is parallel to the curbline.
C. 
Areas designated. The following areas are designated as congested districts of the City for the purpose of this section:

A. 
Except where angle parking is authorized, every vehicle stopped, standing or parked wholly upon a two-way roadway shall be so stopped, standing or parked with the right-hand wheels of such vehicle parallel to and within 12 inches of the right-hand curb or edge of the roadway.
B. 
Except where angle parking is authorized, every vehicle stopped, standing or parked wholly upon a one-way roadway shall be so stopped, standing or parked parallel to the curb or edge of the roadway, in the direction of authorized traffic movement, with its right-hand wheels within 12 inches of the right-hand curb or edge of the roadway, or its left-hand wheels within 12 inches of the left-hand curb or edge of the roadway.
C. 
Except where angle parking is authorized, every vehicle stopped, standing or parked partly upon a roadway shall be so stopped, standing or parked parallel to the curb or edge of the roadway. On a one-way roadway, such vehicle shall be facing in the direction of authorized traffic movements; on a two-way roadway, such vehicle shall be facing in the direction of authorized traffic movement on that portion of the roadway on which the vehicle rests.
D. 
Diagonal parking shall be permitted on the north side of Seventh Avenue at the intersection of North Main Street, running easterly for 150 feet.
E. 
Whenever lines have been drawn on the pavement of a City street by the Department of Public Works or some other designated entity authorized to do so to clearly indicate the manner in which vehicles are to be parked, vehicles shall be parked therein only as so indicated.

A. 
No tractor, trailer, house coach or bus shall be parked on any public street in the City of Gloversville except for loading or unloading and for no longer than is necessary for such loading or unloading.
B. 
As used in this section the following terms shall have the meanings indicated:
BUS
Any vehicle used for carrying passengers for hire and designated by the Department of Motor Vehicles of the State of New York as a "bus" for licensing purposes.
HOUSE COACH
Any vehicle motivated by a power connected therewith or propelled by a power within itself, which is or can be used as the home or living abode or habitation of one or more persons, either temporarily or permanently.
SEMITRAILER
Any trailer which is so designated that, when operated, the forward end of its own body or chassis rests upon the body or chassis of the towing vehicle.
TRACTOR
A motor vehicle designed and used for drawing a semitrailer
TRAILER
Any vehicle not propelled by its own power, drawn on the public highways by a motor vechicle
The provisions of this Article shall not apply to commercial vehicles while stopped at the curb for the purpose of loading or unloading merchandise or to an operator of a vehicle who has been granted special permission by the City Traffic Supervisor or desk officer of the Police Department to stop or otherwise, other than herein provided.
A. 
The penalty for violating Article XII of this chapter shall be a fine of $20.

B. 
In the event that said fine of $20 is not paid within 10 business days from the date of violation, the penalty shall be increased from $20 to $40.

C. 
In the event that said fine of $40 is not paid within 30 business days from the date of violation, the penalty shall be increased from $40 to $120.

D. 
A plea of not guilty before the City Court, or a written plea of not guilty presented to the Clerk of the City Court, within 10 business days of the issuance of a parking violation summons alleging a violation of this article, shall toll the penalty provisions contained in Subsections B and C of this section until such time as a disposition is made by the court.
