Unless another penalty is expressly provided herein, every person convicted of a violation of any provision of this chapter shall be punished by a fine of not more than twenty-five dollars ($25.) or by imprisonment for not more than ten (10) days, or by both such fine and imprisonment.
A. 
The Police Department is hereby authorized to immediately remove and impound a vehicle that is illegally parked or left standing in the street or is causing a situation where the movement of vehicles and/or pedestrians is effectively disrupted or is causing a situation where the safety of persons and/or property is in jeopardy.
B. 
When any vehicle is so removed, it shall be transported to the nearest garage or other place of safety or to a garage designated or maintained by the Police Department or otherwise maintained by the city. A record shall be made of the license number of the vehicle and the location to which such vehicle has been removed, and if the owner thereof can be notified by telephone, he shall be so notified; otherwise, he shall be notified by mail, at the address shown on his registration license, of the reason for the removal of such vehicle and where the same is located.
C. 
The cost of the removal and storage of such vehicle shall, in the event that such removal was because of a violation of the provisions of this chapter, be a charge against the owner thereof and a lien against such vehicle for the payment thereof to the same extent as the lien provided by § 184 of the Lien Law of the State of New York.
D. 
The cost of such removal shall be a charge against and paid by the city if such vehicle was legally parked when it became necessary to remove it.
