For the purpose of preserving and protecting the peace, preventing crime, promoting the enforcement of the law and the detecting and assisting in the arrest of offenders within the village and to preserve and protect the life, liberty and property of its residents, the within chapter of the Code of the Village of Russell Gardens is hereby adopted.
The Board of Trustees of the village is hereby empowered to authorize, adopt and establish, by resolution, a Civil Defense Auxiliary Police Force and to take such other and further action as may be deemed necessary to effectuate and enforce the provisions of this chapter.
The Mayor, with the consent of the Board of Trustees, may enter into contracts with other villages and municipalities for the establishment of a consortium for the organization and operation of any such Civil Defense Auxiliary Police Force.
The Board of Trustees may establish a Civil Defense Auxiliary Police Commission and appoint a Commissioner therefor, either solely under the authority of the village or together with such other villages or municipalities with which the village may have contracted. Any such Commission shall be empowered to direct, control and administer the activities of the said Auxiliary Police Force to the extent permitted by the laws of the State of New York.
Funding for the Civil Defense Auxiliary Police Force shall be provided from the general fund of the village to such extent as authorized by the Board of Trustees and as is necessary and reasonable to effectuate the purposes of this chapter.
