The Town Manager is hereby authorized, pursuant to C.G.S. § 7-148(c)(3)(A), to dispose of all personal or real properties deemed either unsuitable for town usage or considered surplus. Dispositions may take the form of sale, auction, exchange, trade-in, donation, scrap or reassignment to other town agencies, boards or commissions, as determined by the Town Manager.
Notwithstanding the foregoing, when, in the Town Manager's sole discretion, the item, or, in the case of personal property, group of like kind items, has a value in excess of seven thousand five hundred dollars ($7,500.), the Director of Finance shall solicit sealed bids for the sale thereof, giving ten (10) days' notice thereof by publication at least once in a newspaper having circulation in the town. All sealed bids shall be opened publicly.
