A. 
All persons owning, having or occupying lots, parcels or tracts of land situated within or without the City of Gloversville, connected to the City-owned sanitary sewer and wastewater treatment system, as defined in § 236-901 of this chapter shall pay, in addition to any other charge provided by law, at the same time as other sewer charges are due and payable, an infrastructure maintenance charge based upon flow, at a rate to be established periodically by resolution of the Common Council, after a public hearing, on at least five day's public notice.
B. 
Until changed by resolution of the Common Council in accordance with Subsection A hereof, the sewer system infrastructure maintenance charges shall be as follows:

(1) 
$0.60 per hundred cubic feet of flow for users having industrial water discharge permits; and
(2) 
$0.70 per hundred cubic feet of flow for users not having industrial water discharge permits.
