The Borough of Emsworth, through its Council
members and Borough Secretary, shall bill all customers of the Allegheny
County Sanitary Authority for the amounts which would be payable by
sewer users within the Borough of Emsworth for the transportation
and treatment service rendered by the Allegheny County Sanitary Authority.
The Borough of Emsworth shall retain for this
collection service the difference between the gross amount collected
from the delinquents and the net amount which is payable to the Allegheny
County Sanitary Authority, and the Borough of Emsworth shall collect
an administrative charge of $5 plus a penalty in an amount equal to
5% but not less than $1 per quarter from the delinquent person, which
the Borough of Emsworth shall retain.
