A. 
The owner of each property which is metered to measure water consumption shall constitute a "customer" under this section, regardless of the number of residential or commercial units connected to the meter.
B. 
All customers of the Emsworth Borough sanitary sewer system shall be assessed quarterly usage fees as follows:
(1) 
Each customer shall pay a flat quarterly usage fee of $15.60, plus an additional $7.42 for each 1,000 gallons of water used for charges assessed by the Allegheny County Sanitary Authority; and
(2) 
Each customer shall also pay a flat quarterly usage fee of $2, plus an additional $5.35 for each 1,000 gallons of water used for charges assessed by the Borough.
C. 
These fees shall be imposed upon all customers beginning with Allegheny County Sanitary Authority Billing Cycle #235.
D. 
Any future rate increases assessed by the Allegheny County Sanitary Authority shall be automatically passed on to customers without Council being required to amend this section as set forth in § 186-28 of this article.
In the event that the Allegheny County Sanitary Authority increases rates to and for the Borough of Emsworth, such rate increases shall be passed on to customers and users of the Borough of Emsworth. Likewise, the Borough of Emsworth from time to time shall have the authority and power to make certain rate changes. All such changes shall be approved by the Borough Council and shall be enacted by ordinance.
The Borough of Emsworth or its agent shall have the power and authority to collect such fees on a quarterly basis from users and customers. All such users and customers shall be billed to the record property owner and not any tenant or lessee. The Borough of Emsworth or its empowered agent shall likewise have the authority to make reasonable rules for the administration of the user fee collections and for delinquent collections, in accordance with all applicable law.
