No encroachments shall be made on any sidewalk, street, alley or lane within this Borough; by building or setting up any bulk or encumbrances whatsoever, whereby the passage shall be incommoded, nor shall any person or persons make, build or set up any cellar doors, jamb, step or areaway which shall extend over the sidewalk, or any part thereof of any street, alley, lane or public square.
No person shall be permitted to extend the roof of a house over street farther than may be necessary for a reasonable cornice of the same, nor shall he erect or keep up and continue any out stairs, overshots or buildings whatsoever, which overhang or in anyway extend upon or obstruct any street lane, alley pavement or public square in the Borough.
A. 
When it becomes necessary to excavate the footwalk for the purpose of building a vault, the contractor, owner, or owners of property shall before commencing the work erect or cause to be erected the full width of the lot a good and sufficient bridge of not less than six feet in width nor more than four feet in height with steps at each end so as to allow free use for such footwalk or bridge.
B. 
It shall be the duty of the Street Commissioner of the Borough to enforce the last mentioned provision.
Any person violating any provision of this article shall, upon conviction thereof by any District Justice or other court of competent jurisdiction, be sentenced to pay a fine of not more than $600 for each offense, plus costs of prosecution, and, in default of payment of such fine and costs, to imprisonment not to exceed 30 days; and shall remove the obstruction forthwith.
