This chapter shall be enforced by the members of the Board of Health
or such other persons or officer as shall be designated by the Board of Health.
Each and every person or corporation that shall violate any section
or provision of any section of this chapter shall, upon conviction thereof,
be subject to a fine not exceeding $500 and not less than $2, in the discretion
of the court or Judge before whom the complaint is made.
