The Board of Supervisors of the Township of Lancaster finds
and declares that it is necessary and helpful to establish a residential
permit parking zone, requiring permits for curbside parking, for the
following reasons:
A. To reduce parking congestion.
B. To reduce hazardous traffic conditions resulting from the use of
streets in residential areas by vehicles parked by persons not residing
in the residential area.
C. To protect the residents of the residential areas from unreasonable
burdens in gaining access to their own residences.
D. To preserve the character of the residential areas as residential.
E. To preserve the value of properties in the residential areas.
F. To promote traffic safety and the safety of children and other pedestrians
in these residential districts.
G. To facilitate movement of traffic in the event of accidents and other
disasters.
H. To reduce dangers arising from the blocking of fire lanes, hydrants
and other facilities required by emergency vehicles, including the
ability to reach victims and transport them to health care facilities.
I. To promote peace, comfort, convenience and welfare of all inhabitants
of the Township.
The residential parking permit zone shall constitute the following:
A. Race Avenue between Columbia Avenue and Woods Avenue.
B. Wheatland Avenue between Race Avenue and President Avenue.
C. North side of Maple Avenue from unnamed common alley to rear of Hamilton
Arms Nursing Home to Rider Avenue.
Curbside parking on public streets in the residential parking
permit zone for more than 30 minutes is prohibited in the residential
parking permit zone between the hours of 7:00 a.m. to 5:00 p.m., except
on Saturday, Sunday and holidays, unless the parked vehicle displays
a residential or business parking permit.
A reference to "resident" or "residence" in this article refers
to a person who occupies real estate within the residential parking
permit zone as his/her principal residence.
