For the purposes of this chapter, the following words and phrases
have the meanings given them in this section:
BUILDING DRAIN
That part of the lowest horizontal piping of a building drainage
system which receives the discharge from soil, waste, and other drainage
pipes inside the walls of any building and conveys the same to the
building sewer.
BUILDING SEWER
That part of the horizontal potion of the building drainage
system extending from the building drain to its connection with the
septic tank and carrying the sewage of but one building.
INDIVIDUAL SEWAGE DISPOSAL SYSTEM
A sewage disposal system, other than a public or community
system, which receives from an individual establishment. Unless otherwise
indicated the word "system" as it appears in this chapter means "individual
sewage disposal system."
RAW SEWAGE
Sewage which has not been subjected to any treatment process.
SEWAGE
Any water-carried domestic waste, exclusive of footing and
roof drainage, of any residence, industry or commercial establishment,
whether treated or untreated, and includes the liquid wastes produced
by bathing, laundry and culinary operations, and from toilets and
floor drains.
The 1971 Edition of the Minnesota Individual Sewage Disposal
System Code of Minimum Standards recommended by the Minnesota Department
of Health is hereby adopted by reference and made a part of this chapter
as if fully set forth herein. A copy of the code adopted herein is
on file in the Clerk/Treasurer's office for use and examination by
the public.
No person shall install any individual sewage disposal system
in the City without first obtaining a permit therefor from the City
Council or its authorized representative for the specific installation,
and, at the time of applying for the permit, shall pay a fee therefor
as set by the City Council. Permits shall be valid for a period of
six months from the date of issue.
Applications for permits shall be made in writing upon printed
forms furnished by the Clerk/Treasurer and shall be signed by the
applicant.
No person shall install any individual sewage disposal system
in the City of Kellogg without first obtaining a permit therefor from
the Wabasha County Zoning-Environmental Officer. Application for the
permit shall be made in writing and contain such information as may
be required by the Wabasha County Zoning-Environmental Officer.
Every individual sewage disposal system installed after the
effective date of this chapter and every alteration, extension and
repair to any system made after that date shall be in accordance with
the standards that may be established by the State of Minnesota and
shall be subject to inspection by the Wabasha County Zoning-Environmental
Officer or his or her designee. Any individual sewage disposal system
or pertinent part thereof which is not located, constructed or installed
in accordance with the applicable permit shall be so relocated, reconstructed,
or reinstalled so as to comply with the standards of these items.
No permit shall be issued for the purpose of the installation of an
individual sewage disposal system unless the person, company, or firm
that is doing the installation is a licensed and bonded plumber and
as required by the Wabasha County Zoning-Environmental Officer.
